Steve Bourne

Steve has been with the Community and Development Services since 1982. Previously, he worked as the research Analyst/Draftsman and Energy Impact Planner for the City of Henderson, Kentucky. He began as a senior planner and has been Director since 1985. Steve has a Master of Arts in Public Policy Analysis and Economics, a Masters of Public Administration, and a Doctor of Jurisprudence.

Holly has been with CDS since 1996. Holly is currently the Assistant Director as well as the Downtown Renaissance Director. She has held the positions of Planner I, Planner II, and Manager of Community Development. She has extensive experience in zoning administration, subdivision review, historic preservation, solid waste management, grant writing, grant administration and the development of Inner-City and Downtown Renaissance initiatives and programs. Holly received a Bachelor of Science degree from Murray State University in 1994 and a Masters of Public Administration degree from Murray State University in 1998.

Tony has been with CDS since February of 2000. He serves as the Geographic Information Systems Coordinator and Network Administrator. He is responsible for maintaining current information systems and developing new strategies that will best serve the Planning Commission as well as the community. He served in the United States Air Force for 20 years as a Civil Engineering Technician and graduated with an Associates Degree in Civil Engineering. He enjoys playing music and golfing.

David is responsible for E911 addressing in Christian County. He is certified as a Level 1 Building Inspector and also serves as the Rehab Inspector for Hopkinsville's Home Improvement Program, Repair Affair and the Hopkinsville Affordable Home Ownership Program. David also conducts GPS data collection and assists in Geographic Information System services. He has been with CDS since 1996. David is originally from Winfield, Kansas and has served in the U.S. Army. He is a graduate of Southwestern College with a B.A. in Biology. He is a member of the National Emergency Number Association and the Code Administrators Association of Kentucky. He is married and has 3 children.

Mike is a Level 1 Building Inspector and Manager of Codes for CDS. Mike supervises all code enforcement officers and building inspectors. He also serves as the Hopkinsville Enterprise Zone Administrator. Mike has been with CDS since 1997. Mike is originally from Paintsville, Kentucky. He has served in the United States Air Force and retired at the rank of Major in the Hopkinsville Police Department. Mike has been married to his wife Brenda since 1987 and has 3 daughters. Mike’s favorite pastime is golf.

Lorraine has been with CDS since 1987. Lorraine serves as the Office Manager and supervises the clerical personnel and their duties. She serves as a liaison between various governmental units in the administration of Planning and Zoning issues. Lorraine is a graduate of Murray State University. She has one son, Matt.

Albert is a Level 1 Building Inspector for CDS. Albert is responsible for all local jurisdiction commercial building reviews and inspections. Albert has been with CDS since 1990, fulltime as the Manager of Codes and has been part-time since 1998 as a building inspector. Albert served 4 years in the United States Navy. Albert has been married to his wife Sarah for 50 years. They have 2 children, Bert and Sandi. Albert enjoys golf, fishing and yard work.

Clarise Green Clarise Green

Clarise has been a Secretary/Receptionist for CDS since 1992. She was born and raised in Hopkinsville, Kentucky. She performs typing and clerical duties for CDS Staff. She is also responsible for recording the minutes for meetings to include Local Development Corporation, Plan Review, Solid Waste, Dilapidated Housing, and Enterprise Zone. Clarise is also responsible for tracking Hopkinsville and Christian County subdivision plats. Clarise has one daughter, Whitney.

Mike is a Code Enforcement Officer for CDS. His primary emphasis is trash and weed complaints, abandoned/junked vehicles, dilapidated structures. Mike has been with CDS since November of 2003. Mike is married to his wife Patti and they have 3 sons, 1 daughter, and 4 grandchildren.  Mike enjoys teaching Sunday School, singing and spending time with friends and family.

David is the Manager of Planning and has been with CDS since 2001. David is responsible for administrative planning, to include Christian County subdivisions. David is also responsible for all administrative planning for the City of Pembroke, Kentucky. He is originally from Paris, Tennessee and is a graduate of Murray State University with a B.S., a major in Political Science and a minor in Criminal Justice. David  also received his Masters in Public Administration from Murray State University and is a Certified Floodplain Manager. David enjoys golf, tennis and reading.

J.D. is a Level 1 Building Inspector for CDS. J.D. serves as a Code Enforcement Officer with emphasis on dilapidated housing. He has been with CDS since 2000. J.D. is originally from Phoenix, Arizona. He retired as Chief from the Hopkinsville Police Department. He has been married to his wife Betty for 30 years and has a son and daughter.

Rusty is a Code Enforcement Officer for CDS. Rusty serves as the One and Two Family Building Inspector for the City of Hopkinsville. He has been with CDS since 2001. Rusty is from Hopkinsville and he has served in the United States Navy. Rusty has been married to his wife Sandy since 1986 and has 3 children. He enjoys hunting, baseball, and church youth activities.

Angela is originally from Hopkinsville and has been with CDS since May 2001. She has held the positions of Planner I, Planner II, and now serves as the Manager of Community Development. She has experience in zoning administration, subdivision review, historic preservation, solid waste management, environmental program planning, grant writing, and grant administration. She is responsible for oversight of the City of Hopkinsville's Community Development Block Grant Program and Solid Waste Planning for the Pennyrile Solid Waste Management Authority as well as other state and federal grant programs for the City of Hopkinsville and County of Christian. She received a Bachelor of Science degree from Murray State University in 2001 and a Masters in Public Administration from Murray State University in 2005.

Lynn has been with CDS since 2006. She performs clerical duties for CDS Staff and the Surface and Stormwater Utility. She is also responsible for Surface and Stormwater Utility billing customer service. She is a Hopkinsville native and a Murray State University graduate, receiving a Bachelor of Science in Business with a management major in 2005.

Peter has been with CDS since 2007 as Code Enforcement Officer and concentrates his efforts on storm water code enforcement and inspecting drainage issues. Peter worked as an underground pipe construction foreman for firms in Florida. Peter received his degree from the University of Kentucky. He has been married to his wife Tina since 1984 and they have one son. Peter enjoys golfing and other outdoor sports.

Shawn Moore Shawn Moore

Shawn has been with CDS since 2007 as a Code Enforcement Officer and concentrates his efforts on the Property Maintenance Code and One and Two Family Building Code. He has many years experience in new home construction and re-modeling. Shawn received his BS degree from Austin Peay State University in Engineering Technology. He has two daughters in college and a son in high school. Shawn enjoys riding his motorcycle, working in his wood shop and Packers football.

Chris joined CDS as a Planner I in November 2007. He is responsible for administrative planning which includes subdivision review and zoning enforcement, Historic Preservation, Board of Zoning Adjustment, Renaissance Design Review Board, manufactured home placement, zoning map amendments, and street and alley closings. He is a native of Hopkinsville, and he earned a Bachelor of Arts degree in Economics from the University of Kentucky. He also received a Master of Business Administration degree from Murray State University.

Allen joined CDS in March 2008. He assists Code Enforcement and the Surface and Stormwater Utility by performing field work, including mapping, photo documentation, and processing inspections. He is currently pursuing his Bachelor's degree. Allen enjoys working on cars, fishing, and working with horses.

Laura has been with CDS since August 2008. She is responsible for implementation and administration of ICREZ programs, working with the Neighborhood Associations to develop and implement empowerment plans, and provides staff assistance for the Landbank Authority, Local Development Corporation, and Interagency Governmental Taskforce. A native of Hopkinsville, Laura received a Bachelor of Science in Political Science from Northeastern University in Boston, Massachusetts. She is currently working on her Masters in Public Administration at Murray State University. Laura has been married to her husband, Travis since January 2008 and they have a boxer named Shelby.
