Report an Illicit Discharge

What is an illicit discharge?
An illicit discharge is an unpermitted discharge to our storm sewer
system/waterways that is not composed entirely of storm water.
Why do we need to detect and remove an illicit discharge?
Illicit discharges allow pollutants to enter our rivers and streams
which could cause public health concerns, unpleasant odors, and could
harm aquatic and animal life.
If you have seen or know of an illicit discharge in the City of
Hopkinsville, please report it immediately by calling the Surface and
StormWater Utility at (270) 887-4035 or send an email to
